Can a foreigner buy property in Estonia?
Yes. EU, EEA and OECD citizens can buy apartments and houses on the same terms as Estonians. Extra rules apply mainly to farm and forest land of 10 hectares or more and to some border areas for non-EEA buyers. A draft law would stop Russian and Belarusian citizens without a long-term Estonian residence permit from buying property from 2027.
Does buying property give me a residence permit?
No. Estonia has no golden visa for real estate. The large investor residence permit requires at least €1 million invested in an Estonian company or investment fund, and property does not count. EU citizens can live in Estonia under EU free movement rules.
Do I need to come to Estonia to buy?
Not necessarily. You can sign through a power of attorney or, in many cases, with the notary over video if you sign with an Estonian ID card or e-Residency card. Most investors still visit once to see the property and the neighbourhood.
What does buying cost?
There is no stamp duty or transfer tax. The buyer usually pays the notary fee and the state fee for the land register entry, which together are usually less than 1% of the price.
What rental yield can I expect in Tallinn?
Around 5 to 6% gross at city averages, based on August 2026 asking rents and January to August 2026 sale prices. Older housing estates often yield more than the city centre and new builds because prices there are lower. Net yield is roughly 1.5 to 2 percentage points lower.
Should I buy in my own name or through a company?
For one apartment, your own name is usually simpler. An Estonian company pays no tax on profit it keeps, which suits investors who plan to put rent into more property. Get advice on your home country’s rules before you decide.
Which areas of Tallinn rent best?
Põhja-Tallinn, the City Centre and the Old Town have the highest asking rents. Mustamäe sits next to Tallinn University of Technology and has steady demand from students and young professionals. Ülemiste is getting the Rail Baltica terminal, and the line to Riga and Warsaw is planned to open in 2030.
